In support of the Free State Development plan we shall contribute to people development and the enhancement of the quality of life of all inhabitants of the Free State through :
- Achieving prominence in terms of the provision and promotion of library and information services which are:
- which are free, equitable and readily accessible; and
- which provide in the learning, information, reading and recreational needs of the community
